Jen's pretty much right - he sacrificed it for a drink at the Mimir's Well, in order to gain the 'Knowledge of the Ages' (ie knowldge of Past, Present, and Future).  Mimir accept the eye, but as far as I know it was Odin himself who plucked it out.

Good question! I'm sure it's something to do with them being mammals that lay eggs but I don't know of any others that do I'm afraid.
